The European Commission has decided not to bring forward legislation to implement an agreement on information and consultation signed by unions and employers in central government in 2015. The agreement aims to give employees in central government rights similar to those provided for most other employees through the information and consultation directive, adopted in 2002. 


Despite a request from unions and employers at European level that the agreement should be converted into legislation, the Commission announced this month that it would not do so. Jan Willem Goudriaan, general secretary of EPSU, representing European public service unions, described the decision as “shameful”.
