The Regulatory Reform (Fire Safety) Order 2005 applies to all non-domestic premises, including workplaces and the communal parts of blocks of flats. It requires the “responsible person” for a building, usually an employer, landlord, owner or building manager, to carry out a fire safety risk assessment and put in measures to prevent or control the risks. These include measures to reduce the risk and spread of fire, detailing the means of escape, means for detecting and giving warning, and means for fighting fires.
