Operators must prepare a major accident prevention policy (MAPP) and keep it up to date (Regulation 7 and Schedule 2). Operators of upper tier establishments must send a safety report to the competent authority demonstrating that all the necessary measures have been taken to prevent major accidents and to limit their consequences to people and the environment. The requirements of safety reports, which must be kept up to date, are set out in Regulations 8, 9 and 10. An internal emergency plan must also be prepared, reviewed and tested (Regulation 11 and 12).
