The then UK government made clear its intention to seek divergence from EU regulations to gain competitive advantage. It removed reference to workers’ rights and protections from the EU Withdrawal Agreement Bill and said these would be part of a separate employment Bill that never materialised. The previous government also dropped the obligation for its position to be in accordance with the political declaration — the non-binding document accompanying the agreement and setting out the framework for the future relationship between the UK and the EU.
