Police forces in England and Wales issued 32,329 fixed penalty notices (FPNs) to individuals caught breaking COVID safety rules between 27 March and 21 December 2020, but there have been far lower levels of enforcement action against businesses.

National Police Chiefs Council figures published in January 2021 show that forces in England and Wales had issued just 306 FPNs to businesses for breaching coronavirus health protection regulations since these came into force in September 2020. These included not enforcing face covering regulations, refusing to close, and allowing gatherings of more than the restricted number of people to take place.
