Defining a ULR’s activities
[ch 5: page 35]Acas and the TUC recommend having “agreed arrangements” for ULRs. One reason is that ULRs may initially lack understanding of their new roles, leading to duplication of functions with their employers. An agreement should specify how reasonable time off arrangements for activities and training will work.
Unionlearn’s guide Working for learners includes a model framework learning agreement setting out how many ULRs there should be; their functions (based around the Acas Code, page 9); an agreed minimum amount of paid time off including paid time off for training; employee time off to access their ULR and participate in related events; a procedure to resolve any disputes about the Acas Code; and other facilities.
