[ch 2: page 17]In September 2018, the Cabinet Office published a review into bullying, harassment and misconduct in the civil service. In a survey forming part of the review, 73% of the 13,636 respondents reported that they had experienced bullying and harassment in their civil service career, and 78% had observed it happening to others. One in four (25% or 4,593) had experienced bullying and harassment at least once, and 48% (9,043) had experienced these problems more than once. Over 55% (7,517) of the individuals reporting bullying and harassment said it had happened within the past 12 months. Civil servants’ union PCS says the survey findings highlight the depth of the problem.
