Working Time Regulations - Application and enforcement (April 2013)

Chapter 5

Inland waterways workers

Workers on board a ship or hovercraft carrying passengers or goods by inland waterway or lake transport are excluded from the WTR regulations (WTR18(1)(a)) and come instead under sector-specific regulations (IWR). These apply to workers employed as members of the travelling personnel on UK ships not allowed to go to sea and non-UK ships operating in UK inland waters. Ships going to sea for emergency or exceptional trips follow either the IWR or SHWR regulations, whichever are most appropriate. A ship to which these regulations apply operates services for passengers or goods, but does not include persons who are training in a sail training vessel or persons who are not engaged in the navigation of, or have no emergency safety responsibilities on, such a vessel.
