Cross-border railway service workers

Railway train crew assigned to inter-operable cross-border services going through the Channel Tunnel (those that require at least two network safety requirement certifications for more than one hour on a daily shift basis) are covered by the Cross-Border Regulations (CBR). Similar regulations apply in Northern Ireland on specified services going to the Republic. They implement Council Directive 2005/47/EC on the Agreement between the Community of European Railways (CER) and the European Transport Workers’ Federation (ETF). The regulations apply stricter rest, break and driving time requirements and amend the main WTR regulations so that their provisions on compensatory rest do not apply to cross-border workers.
