The question of where a worker works is not directly addressed by the main WTR regulations, although it has become significant as a result of ECJ rulings about on-call work and with the extension of the regulations to some mobile workers. Other regulations in the working time “family” are more explicit about place of work:

• on the roads, Department for Transport (DfT) guidance on the RTR regulations explains that “workstation” means in and around the vehicle, at the employer’s premises and other places where the mobile worker might work (e.g. customer’s site);

• the CAR aviation regulations define what kind of flying is covered;

• at sea, the SHWR seafarers’ regulations and FVR fishing regulations define what kind of ships are covered;

• the inland waterways IWR regulations specifically apply to mobile workers including those who work onshore for part of their working time.
