Small unions get more say

The 2000 Trades Union Congress voted to increase the representation of unions with under 100,000 members on the general council from seven seats to 10. In addition general secretaries who are not members of the general council will be invited to two of its meetings each year. However, delegates rejected moves to widen the general council to all unions on a permanent basis and to have its executive members elected by all unions.
