The Working Time (Amendment) Regulations 2002 ended the UK’s opt-out (see below) for young workers. They are defined as having “attained the age of 15 but not the age of 18” and being over the compulsory school age in England and Wales or over school age in Scotland. Young workers must not work more than eight hours a day or 40 hours a week. These hours cannot be averaged over a longer period and young workers cannot individually opt out of the requirements. Where a young person works for more than one employer, working hours must be aggregated and must be within the overall maximum.
