[ch 4: pages 71-72]Regulation 7 requires employers to appoint competent staff to assist in ensuring that the protective and preventative measures identified as necessary by the risk assessment are in place. HSE advice is that a competent person is someone with the necessary skills, knowledge and experience to manage health and safety. In most cases this expertise can be found in-house (see page 66).
