[ch 8: pages 145-146]The HSE has consulted on a proposed revised version of the Approved Code of Practice (ACOP) on the Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) L133 — Unloading petrol from road tankers.
The ACOP was identified for a review following the Löfstedt review, Reclaiming health and safety for all. The consultation ended on 22 July 2014 and suggests the following main changes:
• greater emphasis on following the DSEAR risk assessment;
• more guidance on overfill and spillage and more information on dealing with these issues;
• clearer definitions on some terminology used;
• changing the lay out for the text to make it clearer what needs to be done, by whom to comply with the regulations.

The HSE also asked for comments on the proposal to join together and review eight pieces of legislation on storage of petrol at workplaces that dispense petrol mainly covering petrol stations.
The main proposed change will be to introduce a petroleum storage certificate unless there is a major change or the site is closed, rather than the current licensing system. The new regulations are also expected to provide guidance on the amount of petrol that can be stored in the home and the types of containers that can be used.
The HSE is due to make recommendations to government ministers after considering the consultation responses.
