Information and consultation rights also apply to transnational consultation. Where an employer has 1,000 or more staff working in at least two European Union member states (employing at least 150 staff at those locations) the Transnational Information and Consultation of Employees Regulations 1999 apply. There is a right to a reasonable amount of paid time off during working hours (regulations 25 and 26) for:

• employees who are members of Special Negotiating Bodies (SNB) set up to negotiate for the establishment of a European Works Council (EWC);

• members of an established EWC;

• information and consultation representatives; or

• a candidate in an election.
