Working Time Regulations - Application and enforcement

Chapter 4

Working abroad

Government guidance (GOV.UK) counts time spent “actually working abroad” as work “in some cases” (i.e. if working for a UK-based company). Previous more detailed guidance indicated that where a worker has to work abroad as part of his or her work this should be counted as working time if a worker works for an employer who carries on business in Great Britain.

Department of Transport guidance on the EU Drivers’ Hours Rules goes into much more detail on this issue while for sector specific regulations (civil aviation, the cross-border rail regulations and seafarers) work abroad is part of the normal pattern.
