TUC proposals to combat ZHCs
[ch 6: pages 50-51]The TUC has called, in particular, for:
• compensation, including travel costs, where zero hours shifts are cancelled at short notice;
• written contracts with guaranteed hours and regular shifts;
• a ban on “exclusivity” clauses for all workers;
• simplification of employment law and employment status rules, so that all workers get the same basic employment rights; and
• greater use of public procurement to impose minimum standards on service providers and a commitment to direct employment and collective bargaining.
These issues form part of a wider TUC campaign for Respect at Work, outlined on page 13.
