What if only part of a business is transferred?

There can still be a transfer even if only part of a business is transferred, as long as there is an identifiable set of resources, or organised grouping of employees, “assigned” to the part of the business that transfers. If, before the transfer, employees work in a variable pattern across several parts of the business rather than just being dedicated to the transferring part, there is less likelihood of a transfer of that part being covered by TUPE.
